The Sri Lanka blueprint
Perfect Nations™ · Letters to the NationsSri Lanka

Dear Sri Lanka,

A golden lion holding a sword, framed by four leaves of the bo tree. Nine in ten of your children complete lower-secondary school, and you have climbed out of default faster than almost anyone expected.

Think of what you have already built. By May 2026 you had drawn about $2.4 billion of a $3 billion IMF programme, and in October IMF staff agreed its seventh review. In December 2025 the IMF approved $206 million of emergency support. In 2026 the World Bank added $150 million for reforms and $110 million for climate-resilient roads.

At home the record is just as real. Ninety-one in every hundred of you have a safely managed toilet at home. Ninety in every hundred of you can always count on enough good food. Eighty-five in every hundred of your children read a simple text by the end of primary school.

The work ahead is plain, and it is worth saying plainly. Only thirty-one in every hundred of you cook with clean fuel. Fifty-three in every hundred of you lived below $8.30 a day at the last count, in 2019. Only forty-seven in every hundred of you drink safely managed water at home. Clean energy sets your Coverage today, at 31 out of 100, with income and water close behind. Each of them is within your reach.

Now imagine that same resolve turned toward every home in the country. Picture Perfect Sri Lanka: a morning when every family cooks with clean fuel and sits down to a full table; when every tap runs clean and every home has a safe toilet; when every child walks to a school where a teacher is waiting, and reads with ease by the age of ten; when every mother lives within reach of a clinic with the lights on, and every young person finds work that pays. And no Sri Lankan falls below a decent life, because the nation has decided that none will.

None of this needs a miracle. It needs what you already own: your tea, your ports astride the busiest sea lanes, your beaches, your schools and a people who have just proved they can recover. They are assets no balance sheet counts, and together they can carry every Sri Lankan to food, water, shelter, energy, education, health and a livelihood.

“You climbed out of default faster than anyone expected. Now let every Sri Lankan kitchen cook with clean fuel.”

So this is an invitation. Bring your vision, your story and your solutions to the Perfect Sri Lanka Design Studio, and join the Co-designers who are already imagining what comes next. Perfect Sri Lanka will not be designed for you. It will be designed by you.

Yours in design,

Preeti Sinha
