Dear Sri Lanka,

A golden lion holding a sword, framed by four leaves of the bo tree. Nine in ten of your children complete lower-secondary school, and you have climbed out of default faster than almost anyone expected.

“You climbed out of default faster than anyone expected. Now let every Sri Lankan kitchen cook with clean fuel.”

Sovereign Assets

Five assets no balance sheet counts.

Each is owned today, earns today, and can lift Sri Lanka closer to Perfect Capita.

  • 01

    The People

    21.8mCitizens, 2025

20 in every hundred live in towns and cities; the rest live on the land they farm and fish.

  • 02

    The Land

48.8%Of land in farms and pasture

The land that feeds the nation, and the first place a citizen dividend can be earned.

  • 03

    The Forest

    34.4%Of land under forest

Standing forest holds the water, soil and carbon that the world will pay to keep.

  • 04

    The Water

2,380 m³Renewable fresh water per person

Enough to supply every home, once it is stored, treated and piped.

  • 05

    The Power

    49.2%Of energy from renewables, 2021

Sun, wind, water and biomass already carry part of the load; the rest is the opportunity.

What each asset is worth, and how far it can carry Sri Lanka toward Perfect Capita, is the question our research and our guests take up below.

The Sri Lanka wheel: held at 31 by energy

  • To setPerfect CapitaThe yearly cost, per person, of lifting everyone above the Living Line in all seven basic living standards, set with Sri Lanka in its own prices.
  • To setThe price of Perfect Sri LankaPerfect Capita times the population: the national bill, each year.
  • 31CoverageOut of 100, set by energy, the standard Sri Lanka provides least.
  • ~15mThe GapSri Lankans who cook without clean fuel or technology: 69 in every hundred.

The Living LineThe poverty line measures income. The Living Line measures a life: food, water, shelter, energy, education, health and livelihood. Perfect Capita is the yearly cost, per person, of lifting everyone above the Living Line in all seven basic living standards. Coverage scores each standard strictly out of 100, and a nation is held at its weakest: Sri Lanka at 31, by energy, with livelihood at 46.7 and water at 46.9 next.

Perfect Nations estimate, to be confirmed with Sri Lanka. Figures marked dated rest on surveys more than five years old; lenient measures are marked as such. The strict measures

  • Food89.9%Not food insecure; 10.1% are moderately or severely food insecureFAO, 2024
  • Water46.9%Safely managed drinking waterWHO/UNICEF, 2024
  • Shelter90.8%Outside urban slums; 44.7% of city dwellers live in slums; safe sanitation not measuredUN-Habitat, 2022
  • Energy3131% cook with clean fuels and technologyWorld Bank, 2024
  • Education85.285.2% of children read a simple text by the end of primary school; 2015, datedWorld Bank, 2015
  • Health72WHO service coverage indexWHO, 2023
  • Livelihood46.7%Above US$8.30 a day; 53.3% live below it, datedWorld Bank, 2019

Strict measures. Food: share not moderately or severely food insecure (FAO). Water: safely managed drinking water where measured; where it is not, basic water, marked as such. Shelter: the lower of safely managed sanitation and the share outside urban slums. Energy: the lower of electricity per person against 1,000 kWh and clean cooking. Education: the lower of children reading by the end of primary school and lower-secondary completion. Health: WHO service coverage index. Livelihood: share above the stricter of the national poverty line and the World Bank line for the nation’s income group. Each figure links to its source.
