Sovereign Assets

Five assets no balance sheet counts.

Each is owned today, earns today, and can lift Pakistan closer to Perfect Capita.

  • 01

    The People

    255.2mCitizens, 2025

40 in every hundred live in towns and cities; the rest live on the land they farm and fish.

  • 02

    The Land

47.2%Of land in farms and pasture

The land that feeds the nation, and the first place a citizen dividend can be earned.

  • 03

    The Cities

    39.5%Live in towns and cities

Dense cities make every pipe, cable and clinic serve more people for each dollar spent.

  • 04

    The Water

226 m³Renewable fresh water per person

Below the scarcity line of 1,000 cubic metres: every drop must be stored, treated and reused.

  • 05

    The Power

    28.3%Of energy from renewables, 2021

Sun, wind, water and biomass already carry part of the load; the rest is the opportunity.

What each asset is worth, and how far it can carry Pakistan toward Perfect Capita, is the question our research and our guests take up below.

The Pakistan wheel: held at 20.5 by education

  • To setPerfect CapitaThe yearly cost, per person, of lifting everyone above the Living Line in all seven basic living standards, set with Pakistan in its own prices.
  • To setThe price of Perfect PakistanPerfect Capita times the population: the national bill, each year.
  • 20.5CoverageOut of 100, set by education, the standard Pakistan provides least.
  • 80%The GapOf Pakistani children could not read a simple text by the end of primary school in 2019.

The Living LineThe poverty line measures income. The Living Line measures a life: food, water, shelter, energy, education, health and livelihood. Perfect Capita is the yearly cost, per person, of lifting everyone above the Living Line in all seven basic living standards. Coverage scores each standard strictly out of 100, and a nation is held at its weakest: Pakistan at 20.5, by education, with water at 45 and energy at 51 next.

Perfect Nations estimate, to be confirmed with Pakistan. Figures marked dated rest on surveys more than five years old; lenient measures are marked as such. The strict measures

  • Food77.1%Not food insecure; 22.9% are moderately or severely food insecureFAO, 2024
  • Water45%Safely managed drinking waterWHO/UNICEF, 2024
  • Shelter77.9%Outside urban slums; 56% of city dwellers live in slums; safe sanitation not measuredUN-Habitat, 2022
  • Energy5151% cook with clean fuels and technologyWorld Bank, 2024
  • Education20.520.5% of children read a simple text by the end of primary school; 2019, datedWorld Bank, 2019
  • Health56WHO service coverage indexWHO, 2023
  • Livelihood52.1%Above US$4.20 a day; 47.9% live below itWorld Bank, 2024

Strict measures. Food: share not moderately or severely food insecure (FAO). Water: safely managed drinking water where measured; where it is not, basic water, marked as such. Shelter: the lower of safely managed sanitation and the share outside urban slums. Energy: the lower of electricity per person against 1,000 kWh and clean cooking. Education: the lower of children reading by the end of primary school and lower-secondary completion. Health: WHO service coverage index. Livelihood: share above the stricter of the national poverty line and the World Bank line for the nation’s income group. Each figure links to its source.
