# Kenya has bought time. Now it should buy down the price.

Kenya has pushed its dollar debt further out, at 9.5 per cent. As the IMF and the
World Bank meet in Bangkok, the better trade is cheaper debt with the Living Line
written into it.

 * **KSh 13.0tn**total public debt, 68.5 per cent of GDP, end June 2026
 * **KSh 716bn**external debt service paid in the year to June 2026
 * **9.5%**coupon on the US$1.5 billion bond sold in February 2025 to buy back 2027
   debt
 * **57**Kenya’s score out of 100 on the WHO health service coverage index, 2023

The Annual Meetings of the International Monetary Fund and the World Bank Group
open in Bangkok this week, and Kenya arrives as one of the clearest cases of the
new debt problem. The problem is not default. It is price. At the end of June 2026,
Kenya’s total public debt stood at KSh 13.0 trillion, 68.5 per cent of GDP. In the
year to June, the National Treasury paid KSh 716 billion in external debt service
and KSh 863 billion in interest on domestic debt.

Kenya has managed its maturities with skill. In February 2025 it sold US$1.5 billion
of new bonds at a 9.5 per cent coupon, and in March it bought back US$579.7 million
of the US$900 million bond due in May 2027, leaving about US$320 million to repay
next year. In February 2026 it retired a further US$415.4 million of bonds due in
2028 and 2032. Each operation flattened the wall of repayments. None made the debt
cheaper.

The cost lands on the Living Line. Kenya’s weakest standard is Health: the WHO index
of essential health service coverage stands at 57 out of 100. Every shilling paid
to carry dollar debt at 9.5 per cent is a shilling that does not reach a clinic,
a nurse or a vaccine. Lengthening a maturity buys time. It does not buy care.

#### Three changes that would lift Kenya toward the Living Line

 1. **Refinance with a guarantee, not only with time.** A multilateral guarantee lowers
the coupon itself. In 2024 Barbados used guarantees from the Inter-American Development
Bank and the European Investment Bank to replace costlier bonds with a 3.5 per
    cent sustainability-linked loan.
 2. **Write the Living Line into the terms.** Targets on health service coverage, basic
water and electricity access, reported every year, with the interest saved directed
to the standard the targets measure.
 3. **Count what the nation owns.** Land, energy, sea and a young workforce are revenue-
earning assets. Put on the ledger, they give creditors something to price beyond
    the next maturity.

None of this needs a new institution. The guarantors are in Bangkok this week, the
Barbados structure has closed and performed, and Kenya has shown it can run a liability
operation on time. What is missing is the decision to refinance the price, not only
the date.

The measure of Kenya’s next bond will not be how many times it is covered. It will
be whether its coupon falls and its health index rises.
