Perfect Nations™ · Letters to the NationsRwanda

# Dear Rwanda,

You are a nation of 14.6 million people on a little under 24,000 square kilometres
of hills, and three-quarters of that land is farmed. In 2025 your visitors brought
in $685 million, 1.49 million of them arrived, and your development board registered
$2.62 billion of new investment across 799 projects. You have learned to make a
small country legible to the world: to investors, to visitors and to the International
Monetary Fund, which has now reviewed your reforms six times under an instrument
that lends nothing at all. That is a reputation, and a reputation is an asset.

The Living Line tells a different story, and it is the one this Letter is about.
Health service coverage stands at 59 on the World Health Organization index, the
lowest of your seven standards. Basic drinking water reaches 61 percent of you.
In 2018 your primary schools had about 60 pupils to every teacher, against a standard
of 40. Seventy-two percent of you have electricity. These are not failures of ambition.
They are the places where a nation that moved fast has not yet been able to move
everyone.

> “You made a small country legible to investors. Now make the Living Line legible
> to its own citizens.”

The weakest-link rule is unforgiving and it is fair. It does not average your successes
against your gaps. A clinic needs clean water and power to do its work. A child
needs a teacher who is not stretched across sixty others. A farm on a steep hill
needs irrigation and a market to feed the 22.6 percent of you who are undernourished.
The World Bank is already financing skills, clean energy, farm commercialisation
and green finance with you. The question is whether each of those operations is
measured against the standard it is meant to move.

You have shown that a nation can be precise about what it promises and then keep
the promise. Apply that precision to the Living Line. Name the standard each new
facility will lift, report against it in public, and let investors price the result
as well as the risk. You made a small country legible to investors. Now make the
Living Line legible to its own citizens.

Yours in design,

**The Steward-General**
