Perfect Nations™ · Letters to the NationsMozambique

# Dear Mozambique,

Under your northern sea lies one of the largest gas finds of the century. In November
2025 the force majeure on the $20 billion Mozambique LNG project was lifted, and
in January 2026 its full restart was announced, with first gas expected in 2029.
Already, 83 percent of the electricity you generate comes from renewable sources,
most of it from the Zambezi at Cahora Bassa.

The World Bank is financing safer roads, rural energy and broadband, education for
girls, social protection, urban mobility in Maputo and water security. These are
aimed at the right guarantees. The gas revenue, when it comes, will dwarf them.

The work ahead is plain, and it is worth saying plainly. Only eight in every hundred
of you cook with clean fuel. Eighty-one in every hundred of you lived below $3.00
a day at the last count, in 2022. Only twenty-six in every hundred of your young
people complete lower secondary school. Clean energy sets your Coverage today, at
8 out of 100, with income and reading close behind. Each of them is within your
reach.

The nations that have done best with a resource boom decided early where the revenue
would go, and wrote it down. You have three years before the first cargo. Use them
to pledge a share of the gas to the guarantees that hold your people back: power,
care, schools and homes.

Now imagine that same resolve turned toward every home in the country. Picture Perfect
Mozambique: a morning when every family cooks with clean fuel and sits down to a
full table; when every tap runs clean and every home has a safe toilet; when every
child walks to a school where a teacher is waiting, and reads with ease by the age
of ten; when every mother lives within reach of a clinic with the lights on, and
every young person finds work that pays. And no Mozambican falls below a decent
life, because the nation has decided that none will.

> “Gas will pay for decades. Write every citizen’s share into the contract before
> the first cargo sails.”

So this is an invitation. Bring your vision, your story and your solutions to the
Perfect Mozambique Design Studio, and join the Co-designers who are already imagining
what comes next. Perfect Mozambique will not be designed for you. It will be designed
by you.

Yours in design,
