Perfect Nations™ · National Blueprint

# Somalia

Filed under state failure and read badly. Somalia holds mainland Africa’s longest
coastline, one of the world’s most mobile-money-saturated economies, and, since
December 2023, a completed debt relief process that cut external debt from $5.3
billion to $0.6 billion.

Perfect Nations™Letters to the Nations · No. 9

Dear Somalia,

You are filed, almost everywhere, under state failure. The filing is lazy. You hold
3,333 kilometres of coastline, the longest of any country on mainland Africa, and
a maritime zone of roughly one million square kilometres. Your citizens moved to
mobile money before most wealthy countries did: mobile wallet penetration runs at
about 73 percent while fewer than nine adults in a hundred hold a bank account.
Your herders shipped $969.9 million of livestock in 2024, more than six million
head, into Gulf markets that have come to depend on you. And on 13 December 2023
you completed the Heavily Indebted Poor Countries process, taking external public
debt from $5.3 billion to $0.6 billion, from 64 percent of GDP to under six. Very
few states have executed a fiscal repair that hard, and none of them did it while
being described as ungoverned.

The bet you are placing now is that your own revenue can replace donor money before
donor money finishes leaving. Your 2026 budget, passed on 23 December 2025 by 174
votes to four, is $1.39 billion. Inside it, domestic revenue rises to $513.7 million
while grants fall to $676.2 million from $901.6 million a year earlier. The Fund’s
Executive Board completed the fourth review of your Extended Credit Facility on
8 December 2025 and augmented access to SDR 105 million. The Somali Instant Payment
System went live in January 2025 and is being extended to fourteen commercial banks
and eight wallet providers, with a link to the Pan-African Payment and Settlement
System intended before the end of this year. Twenty-three megawatts-peak of solar
are under contract for Baidoa, Galkayo and Garowe. Each of these is a plumbing decision.
Plumbing is what sovereignty is actually made of.

> “You did not fail to build a financial system.
> You built one that nobody had
> a template to govern.”

Now the part that no financing structure closes. Al-Shabaab operates a parallel
revenue state, with zakat assessments, road checkpoints and a registry of taxpayer
assets, and has at times collected sums comparable to a meaningful share of your
own; you cannot build a tax base on a population that is already taxed twice. The
African Union mission holding the space in which your institutions operate needed
$196 million in 2025 against $48.6 million pledged, and the United States has notified
that its support ends on 31 December 2026. Somaliland has administered itself for
more than three decades and puts a question to you that you have not answered and
cannot indefinitely defer. And 4.4 million of your people were in crisis-level food
insecurity between October and December 2025, with 3.5 million displaced, three
quarters of them into cities never planned for them. None of that resolves on the
timetable of a programme review.

So here is the question you inherit, and for which nobody holds a template. Every
state that industrialised built a revenue system first and a payments system afterwards.
You have done it in the other order: a real-time payments rail carrying most of
daily commerce, sitting above a federal treasury that collects around seven percent
of GDP, denominated in a currency you are only now preparing to reprint under a
currency board. What is the correct architecture for a sovereign whose most functional
financial infrastructure is privately owned, whose largest single inflow is two
billion dollars of family money that no ministry directs, and whose citizens are
digitally banked long before they are formally banked? That state has not been designed.
You are the one who has to design it, and the design will be studied whether or
not it works.

Yours in design,

The Perfect Nations Stewards

## The Horn Coast in Bloom

The Indian Ocean opens as a wave-form bloom — a long turquoise swell curling into
petals along 3,333 kilometres of coast, spray drawn as fine gold linework at every
crest. A frankincense tree, gnarled and resinous, anchors the composition’s base
beside a spray of aloe and a single myrrh branch, and a dromedary’s neck curves
through the negative space like a stem. Above, the white star of the flag is set
at the bloom’s heart. The background is the flag’s exact light blue, carrying that
single five-pointed star, rendered in bold saturated colour rather than a muted
palette.

 National Thesis

## Sequence, not scarcity.

A maritime zone, a livestock export trade, a real-time payments economy, a diaspora
base, completed debt relief, solar under contract and regional trade integration—
the same strengths this blueprint was designed around in the Civilization Design
Studio.

≈

**Longest Coastline in Mainland Africa** 3,333 km of coast · roughly 1,000,000
km² exclusive economic zone

◈

**Livestock Export Trade** $969.9m exported in 2024 · 6.4 million head shipped

❖

**Mobile Money Economy** 73 percent penetration · under 9 percent hold bank accounts

◌

**Diaspora Remittance Base** About $2bn yearly — near 20 percent of GDP

◎

**Completed Debt Relief** External debt fell from $5.3bn to $0.6bn

⚡

**Utility-Scale Solar** 23 MWp contracted for Baidoa, Galkayo and Garowe

⛏

**Offshore Acreage** Three Turkish offshore blocks, 5,000 km² each · drilling due
2026

⚓

**Regional Trade Integration** Eighth EAC partner state since March 2024

 Citizen Standards

## What every citizen is guaranteed.

Every Perfect Nations blueprint is built on the same eight universal standards.
Food and Energy come first. Between October and December 2025, 4.4 million people—
23 percent of the population — were in crisis-level food insecurity or worse, with
921,000 in Emergency; and while 71 percent of households report an electricity connection,
only 21 percent receive more than eight hours of supply a day.

Priority **Food** 2,330 kcal / person / day

 **Water** 50 litres / person / day

**Shelter** 3.5 m² minimum / person

Priority **Energy** Only 21 percent get more than 8 hours of supply a day

**Education** 1 teacher per 40 students

 **Health** WHO essential package

 **Safety** Under 5 homicides / 100,000

 **Livelihood** Living-income benchmark

 Capital Architecture

## Sixteen instruments. Almost all of them grant or concession.

Somalia’s capital stack is being rebuilt deliberately rather than accumulated by
default. There is no sovereign rating, no eurobond and no domestic debt market.
Everything below is grant, concessional credit, or a concession agreement — and
that is stated plainly rather than dressed up.

### HIPC Completion and the Extended Credit Facility

Decision point 25 March 2020 · Completion point 13 December 2023 · ECF runs to 2027

Somalia reached the Heavily Indebted Poor Countries decision point on 25 March 2020
and the completion point on 13 December 2023, after clearing arrears to the International
Monetary Fund, the World Bank and the African Development Bank. External public
debt fell from $5.3 billion at end-2018 to $0.6 billion at end-2023, or from 64
percent of GDP to under 6 percent. The African Development Bank cleared $122.6 million
of arrears in March 2020 and cancelled $17.68 million of African Development Fund
loans covering 2024 to 2039. In April 2025 the Arab Monetary Fund signed a further
$306.5 million restructuring. Holding the gain is now the work of a four-year Extended
Credit Facility approved on 19 December 2023 at SDR 75 million, augmented by SDR
30 million on 8 December 2025 to SDR 105 million. The programme’s centre of gravity
is domestic revenue mobilisation, customs modernisation, a new income tax law, and
preparation for reintroducing the Somali shilling under a currency board framework.

**$5.3bn → $0.6bn**External public debt, end-2018 to end-2023

**64% → under 6%**External debt as a share of GDP

Fourth review completed 8 December 2025 · SDR 22.5m released

The augmentation is to be drawn equally at the fourth and fifth reviews. Fund staff
project growth of 3.0 percent in 2025 and 3.3 percent in 2026, with a 2025 deficit
of 0.3 percent of GDP, and note that Somalia plans to expand social spending from
domestic resources.

The anchor operation for Somalia’s diesel-dominated, privately owned grid. Four
contracts totalling 23.02 megawatts-peak of solar with 42.3 megawatt-hours of battery
storage are awarded for Baidoa, Galkayo and Garowe, and 365 health and education
facilities have been commissioned on solar. The 30 percent tariff reduction target

for fisheries exports, and broadband expansion. It is one of the few instruments
that puts money through the treasury and tests whether the treasury can carry it.

Phase one covers 1,000 / 2,000 / 5,000 / 10,000 shilling notes

Somalia has not issued legal-tender banknotes for decades, leaving the economy dollarised
and dependent on private mobile wallets. The IMF’s fourth review names preparation
for reintroduction under a currency board framework as a programme priority. The
government is seeking grant rather than loan financing to close the shortfall.

The first serious attempt to monetise a maritime zone of roughly one million square
kilometres. The project funds jetties, landing sites, cold chain and processing
for small-scale operators. Somalia has moved from season-long vessel permits toward
catch-based licensing; deep-sea permits previously priced at $50,000 a year captured
a fraction of one percent of landed value.

Third additional financing approved 15 December 2023

Somalia’s national cash transfer programme, delivered largely through mobile money
rails that already reach most households. It is the clearest example of the country’s
inversion: a state that cannot yet collect broad-based tax can nonetheless make
targeted payments at national scale because private payment infrastructure arrived
first.

Rural water supply and groundwater development in the pastoral zones where drought
translates most directly into displacement. The World Bank’s January 2026 Country
Climate and Development Report puts 3.5 million Somalis in displacement, three quarters
of them in urban areas, and models roughly $5.3 billion of adaptation investment
over 35 years.

Somalia’s window into the World Bank’s regional energy access platform, aimed at
off-grid solar, mini-grids and distribution for households and public institutions
