Why this exists

## A banker does not usually end up _designing nations_

For three decades the question in front of me was always the same one, asked in 
different currencies. Someone needed capital. Someone else had it. The work was 
the structure in between — who goes first, who carries which risk, what happens 
if the assumptions are wrong.

What changed was where I was standing when I asked it. On a trading floor the question
is a price. At a development bank it is a replenishment, and the answer arrives 
as a number agreed by twenty-seven governments who each have a domestic reason to
say no. At the UN Capital Development Fund it is forty-six of the poorest countries
on Earth, and the honest answer is that the architecture available to them was not
designed for them.

That is the thing I could not put down. Every nation I worked with already owned
something — a coastline, a corridor, a mineral, a young population, an institution
that actually functioned. What almost none of them had was a plan that connected
what they owned to what their people were owed, in instruments that exist, on terms
someone would actually sign.

So that is what a blueprint is. Not a strategy document and not a wish list. A survey
of what a country holds, a floor its citizens should not fall below, and the financing
architecture that closes the distance between the two — instrument by instrument,
sourced, dated, and priced.

One hundred and ninety-five nations. The work is to write them all.

## Raised from _27 governments_

The thirteenth replenishment of the African Development Fund, managed from the resource
mobilisation side. A replenishment is the least glamorous instrument in development
finance and the hardest to close: no single counterparty, no leverage, and every
donor able to walk. It is on this page because it is the one number that says the
person writing these blueprints has actually done the difficult part.
